Comparison
A rebuild replaces the platform, structure and design at once. An improvement programme fixes specific failures on the existing site. Rebuilds cost months and risk losing accumulated search and citation authority; improvements compound faster but cannot fix a structurally broken foundation.
When the first option wins
Rebuild when content is injected client-side and invisible to retrieval, when the platform blocks structured data or export, when the URL structure is unfixable, or when the site cannot be edited without a developer.
When the second option wins
Improve when the site is slow, ugly, poorly written, or badly organised. All four are fixable in place, and all four are routinely used to justify a rebuild that was not necessary.
Verdict
Most rebuilds are sold on symptoms that improvements would fix. Apply the render-integrity test first: disable JavaScript and reload. If your content disappears, that is a genuine rebuild trigger. If it survives, you probably need work, not a replacement.
