When the first option wins
Buying the tooling wins when you already employ someone competent with capacity — the margin on interpretation is real, and paying for it twice is waste.
When the second option wins
A retainer wins when nobody internally will open the dashboard. An unused subscription is a total loss, not a partial one, and this is the more common outcome.
Verdict
Be honest about who will actually do the work. The decision is about internal capacity, not about price — and unused tooling is the most expensive option of the three.
